After decades of continued reforms in public administrations, which have increased the role of civil society and market in the implementation of public policies that have led to the use of the term "governance" to refer to the current style of government The devastating effect of the current financial crisis on our confidence in the markets is a perfect opportunity to reflect on this new style of governance and boundaries, with special attention to its impact on local governments.

Also, the importance of communication in the development of functions and skills to be developed by a government in the current context, with increased expectations and demands of citizens and a shortage of resources, also deserves scrutiny.

In order to open a small space for analysis and reflection on these issues at the present time, ACAL, along with the city of Sewell, has organized a conference aimed at politicians and heads of local councils.

This conference aims to shed light on some aspects of municipal politics of special importance in the present moment.

We also intend to encourage reflection and debate at some municipal government experience who have managed to elicit a significant electoral support.

To address these issues we have on this day with the presence of two experts.

Aguilar Villanueva is Professor of Political Science and Administration at the Autonomous Metropolitan University in Xochimilco (Mexico City), a member of ECA (Committee of Experts on Public Administration of the UN) and one of the most renowned world experts in public administration and policy public.

Merayo Arturo Perez, a Ph.D. in Information Sciences and Dean of the Faculty of Social Sciences and Communication at the Catholic University of Murcia where he is Professor of Radio Communication.

It has also been a professor at the Universidad Pontificia de Comillas.

He has taught various Master of Communication.

Author of several books on communication.
