The PSOE denounces that the Partido Popular chains ten years without attaining the definitive approval of the General Plan of Urban Regulation (PGOU) of Sewer (17/04/2019)

The PSOE denounces that the Popular Party will chain another legislature without attaining the definitive approval of the General Plan of Urban Ordination (PGOU).

In the last decade, neither of the two popular councilors, nor Lázaro Mellado, nor his predecessor in the mayor's office, Joaquín Buendía, have managed to take forward the document that should mark the future development of Sewer and this causes that the town planning of the town continue to be governed by the planning approved in 1983.

The former mayor Lazaro Mellado, in March 2009, assured that the revision of the general plan would allow, among other improvements, to recover two degraded spaces such as large linear parks: Entrevías and the surroundings of the Segura river.

Nine years after that announcement, in February 2018, not only had these areas not been recovered, but the current councilor, Joaquín Buendía, had to tender in the Official Gazette of the Region a contract to correct the deficiencies that the Autonomous Community detected the revision of the General Plan of Urban Planning proposed by Mellado.

The aforementioned contract was awarded to Imacapi SL, in July 2018, with the aim of achieving final approval of the planning.

This company had a period of eight months to correct the document, so the PSOE has consulted the Department of Urban Planning in what situation is the PGOU.

The answer of Urbanism to the socialist mayor Lara Hernandez confirms that the legislature will finish without that the City council has a new plan, as it is come off of the information facilitated by the technicians of the Concejalía: "The effective plan is the one of 1983, the new one is still being studied by an external company hired to do so, in which all the allegations presented, including those of the Autonomous Community, are included. "

The PSOE has also consulted with technicians of the regional administration which corroborate that the PGOU only have provisional approval.

This means, in practice, that Sewer still does not have defined basic issues such as the extension of its term because the deficiencies detected in planning seven years ago have not been corrected by the Ministry of Public Works and Territorial Planning.

"The delimitation of the municipal term in relation to the collection by the PGOU of Murcia should be clarified, in areas such as the boundary with the West Industrial Estate", as stated in the document of fourteen folios prepared by the Ministry in December 2012,

"Residential buildability must be specified in the entire consolidated and unconsolidated urban land, based on the proposal of the provisionally approved general plan," the regional experts pointed out.

They also warned the Consistory that the surface collected as unconsolidated urban land "does not coincide with the sum of the surface area of ​​the action units".

In the hydric chapter, the Ministry pointed to "the need to resolve the canalization of the Potrox ravine" and added that in the sectors of urban execution that were planned, "the availability of sufficient water resources for the anticipated needs is not proven, must have a report from the Segura Hydrographic Confederation, as required by the Water Law ".

Unfavorable sector reports

The document of the Ministry also included sectoral reports unfavorable to the planning proposed by the then mayor, Lázaro Mellado, which were issued by the General Directorate of Railways, ADIF or the Road Demarcation.

The latter, for example, reminded the City Council that "the reserve of land parallel to the A-7 for the railway line (AVE) does not respect the areas indicated in the Highway Law and its Regulations".

The Roads Demarcation also reproached the City Council that had not taken into account strategic projects for the Ministry of Development: "The PGOU does not foresee the planned expansion for the A-7 (it is projected to expand to three lanes in each direction)".

"A document that is born dead"

The socialist candidate for mayor, Francisco Saavedra, regrets that "we are the fifth city in the region and our urbanism, the pillar that marks the development of industrial land, green spaces and urban areas, is still governed by obsolete standards because They are 36 years old. "

According to Saavedra, the new plan drafted by an external company to resolve the deficiencies detected by the Autonomous Community and achieve the final approval of the PGOU, "is a document that is born dead because it is not updated to the reality of Sewer, but to the irregularities detected by the Ministry seven years ago ".

The delay in the processing of the general plan has deprived the municipality of strategic actions, such as completing the bypass of the town.

In fact, a sectoral report from the General Directorate of Roads warns that "the surface destined to the roundabout of intersection of the RM-E29 with the projected round to circle Sewer is insufficient to guarantee the movement of heavy vehicles".
